International Standards for the Practice of Ecological Restoration
Reference ecosystems, recovery attributes and monitoring. A framework, not evidence that a particular intervention works at a Kashmir site.
KVI-22 · Forests & native plants
Screen planting proposals against the site's reference ecosystem, including the value of naturally open habitats.

UNDERSTANDING THE ISSUE
Tree planting is sometimes treated as a universal conservation response. Kashmir's naturally open meadows and other non-forest habitats need their own reference conditions; adding trees or disturbing intact vegetation could undermine their ecological value.
This opportunity begins with checking whether the suspected problem is present and significant at a named site. A field baseline, the relevant technical partners and local priorities would determine whether CCK should develop it further.
Species composition, regeneration and habitat structure matter alongside vegetation cover.
The reference ecosystem and the cause of damage should guide the choice of intervention.
Plant and habitat recovery can require continuing attention beyond an initial activity.
PROPOSED APPROACH
Screen planting proposals against the site's reference ecosystem, including the value of naturally open habitats.
Establish the reference ecosystem and existing habitat values before assessing a proposed restoration site.
Compare protection, natural recovery and active intervention against a clearly stated ecological goal.
Use recovery indicators appropriate to the habitat rather than counts of planted trees alone.
Establish the reference ecosystem and existing habitat values before assessing a proposed restoration site. Keep methods, dates, source records and unresolved questions together.
Compare protection, natural recovery and active intervention against a clearly stated ecological goal. Identify responsibilities, permissions, costs and continuing care before proceeding.
Use recovery indicators appropriate to the habitat rather than counts of planted trees alone. State what would count as success, failure or a reason to change course.

Protecting appropriate existing regeneration with land users. Temperate forest regeneration and open meadow conservation require different reference ecosystems.
