Springshed revival and management
Spring inventories, hydrogeology, community governance and repeat monitoring. Geology and water rights must be established locally; no generic recharge trenches.
KVI-57 · Climate & water
Track local snow persistence and stream seasonality; retain basin differences and years of greater snow cover.

UNDERSTANDING THE ISSUE
Snow timing and persistence vary across years and catchments. The cited Sind study reports increased snow cover over its particular period, so the project must retain that result and avoid a blanket claim that snow cover is declining everywhere.
The first phase would turn this broad issue into a bounded site investigation. Current condition, the cause of change and an accountable local partnership would guide whether an intervention is appropriate.
Observations need a stated place, period and method to be useful.
A project can support better evidence and practical local adaptation.
Seasonality, background influences and uncertainty belong alongside any reported change.
PROPOSED APPROACH
Track local snow persistence and stream seasonality; retain basin differences and years of greater snow cover.
Combine basin-specific snow observations with repeat records of stream seasonality and local water use.
Build a catchment observation partnership focused on a clearly defined seasonal water question.
Compare equivalent seasons and document years of both greater and lesser snow persistence.
Combine basin-specific snow observations with repeat records of stream seasonality and local water use. Keep methods, dates, source records and unresolved questions together.
Build a catchment observation partnership focused on a clearly defined seasonal water question. Identify responsibilities, permissions, costs and continuing care before proceeding.
Compare equivalent seasons and document years of both greater and lesser snow persistence. State what would count as success, failure or a reason to change course.
Local evidence
A locally relevant topic is documented by a cited source; current severity and site feasibility remain unassessed.

These references offer methods to assess locally. They do not establish what will work at a selected Kashmir site.
