Global flyways
Connected networks of migration and wetland habitats with local partners. Kashmir is part of the Central Asian Flyway; do not imply it lies within the East Asian-Australasian programme footprint.
KVI-06 · Lakes & wetlands
Assess open water, shallow margins and reed habitat together, with seasonal disturbance observations.

UNDERSTANDING THE ISSUE
Waterbirds need a changing mix of open water, shallows, feeding margins and shelter. Ramsar records for Hokera and Hygam support considering habitat variety and disturbance together; a bird count alone would not explain which habitat is missing.
The first phase would turn this broad issue into a bounded site investigation. Current condition, the cause of change and an accountable local partnership would guide whether an intervention is appropriate.
Water depth, vegetation and clean inflows help shape the habitats available to freshwater life.
Conditions at a lake edge often reflect activities well beyond the water itself.
A useful response needs people who can care for the site and follow its condition over time.
PROPOSED APPROACH
Assess open water, shallow margins and reed habitat together, with seasonal disturbance observations.
Map seasonal habitat mosaics and observe bird use and disturbance from a respectful distance.
Shape a small habitat-care or visitor-management trial with the wetland managers.
Repeat comparable bird observations and habitat measurements across the relevant seasons.
Map seasonal habitat mosaics and observe bird use and disturbance from a respectful distance. Keep methods, dates, source records and unresolved questions together.
Shape a small habitat-care or visitor-management trial with the wetland managers. Identify responsibilities, permissions, costs and continuing care before proceeding.
Repeat comparable bird observations and habitat measurements across the relevant seasons. State what would count as success, failure or a reason to change course.

These references offer methods to assess locally. They do not establish what will work at a selected Kashmir site.

Landscape-scale habitat restoration and connected wetland stewardship. Transfer habitat-network and monitoring principles; coastal engineering and foreign reed/water regimes do not transfer directly.
